What is an Electrical Compliance Certificate?

An Electrical Compliance Certificate covers the inspection and certification of your electrical installation from the point of supply to the point of control. It is required to ensure that your electrical installation is safe and in line with current code of practice, or date of installation.

In terms of the Occupational Health and Safety ACT of 1993 (Act 85 of 1993), a change of ownership cannot take place unless you have a valid Electrical Certificate of Compliance. In order to get this certificate, your electrical installations must comply with the SANS 10142-1 Regulation.

How long is an Electrical Compliance Certificate valid for?

• The certificate is valid for 2 years from the date of issue, as long as no changes have been made to your electrical installation since the certificate was issued.
• If changes have been made, a registered electrician would need to issue a supplementary certificate for the alterations, extensions, or maintenance undertaken by them.
• However, it is recommended that you get a new certificate for every building transfer.

How it works:

1. A qualified and registered electrician will come to your property in Cape Town to do the inspection.
2. If the installation does not meet the regulation we will formulate a report and we will quote you on the necessary repairs required.
3. If you accept the quotation we will arrange an appointment for the repairs to be done.
4. A Del Electrical repair team will efficiently undertake the repairs.
5. Once the repairs have been completed we will issue your Electrical Compliance Certificate

Electrical installation compliance checklist:

The Distribution Board

• Correctly labeled.
• The correct-sized links have been used.
• The earth leakage and other switchgear are in working order.
• All breakers have visible ratings and are correctly rated to the conductors they protect.

Geyser

• Has an accessible isolating switch, within 1.5m from the appliance.
• Water pipes are earthed and bonded correctly.
• The cover is secure and the supply cable is landed.

Stove

• The stove is cabled up correctly.
• The stove has an accessible isolator within 1.5m of the appliance.

Satellite and TV Antenna

• The satellite and TV antennas are earthed and bonded.

Socket Outlets, Switches, and Light Fittings

• All socket outlets, switches, and light fittings are secured and earthed.
• Socket outlets are in working order and have shutters.
• Light fittings are rated correctly for their specific area.

Fixed Appliances

• The following appliances must be fitted with an isolator within 1.5m of the appliance: Geyser, gate motor, garage door motor, extractor fans, ceiling fans, air-conditioner units, water feature, any pump, underfloor heating, and heated towel rails.

General

• All conductive parts of the installation must be bonded, earthed, and have the same electrical potential as the supply authority earthing.
• The correct cable size and color have been selected for the various applications.
• There are no exposed red and black live conductors.
• No open joints or broken conduit.

What isn’t covered by an Electrical Compliance Certificate?

• Light bulbs.
• All Appliances i.e. stove, garage door motor, gate motor, pool pump, etc.
• Telephone and internet conductors and alarm systems.
• Note: PV installations, generator set, inverter, and UPS installations should be certified by the installer of the various systems.

What isn’t covered by an Electrical Compliance Certificate?

• The best advice we can give is to have the inspection done early before a potential buyer is introduced to the property. This may help you to make decisions that will reduce the costs of repairing any defects.
• Garden lights – the wiring to garden lighting is often done incorrectly and can be costly to rectify. These can be removed rather than re-instated.
• Extension leads– temporary leads are often installed for the owner’s benefit and can easily be removed.
• Additional exterior lighting– these are often non-compliant and can be removed rather than re-instated.
• TV antennae – may no longer be in use – remove. If the seller leaves it as a fixture it will need to be bonded.
• Decorative water features and ponds– as fixed appliances, these items require isolators. This is seldom done correctly and can be costly. The electrical supply to these features can be removed to save costs.
• Electrical installations to wendy houses– are often done illegally. Removing the supply can reduce the costs.
• Light bulbs– are consumables and are not covered by the Certificate of Compliance. However, it is good practice to ensure that all fused light bulbs are replaced before the inspection is done. This will reduce the wastage of time during the inspection process.
